The verb framing matches the achievement level: "with a high degree of effectiveness" (L4), "considerable" (L3), "some" (L2), "limited" (L1), "is not yet able to" (R), and "has not yet provided sufficient evidence" (I). Ontario reports the six Learning Skills and Work Habits (Responsibility, Organization, Independent Work, Collaboration, Initiative, Self-Regulation) separately on the E / G / S / N scale, not as a letter grade. Classroom behaviour lives mainly in Self-Regulation and Responsibility. The level above defaults from the mark, but set it independently for a student whose behaviour and work habits differ from their French achievement. "Next wording" cycles alternate phrasings for the same level.
